budget FIRST started build - less than $700

Any compatibility issues or things to watch out for? Or is this something worth building for my friend?

-The mobo can't OC, get B350 mobo

-Get 1X8GB RAM instead of 2X4 for future proofing, also high speed RAM is recommended

-PSU mediocre, get something like Corsair CX grey

-Get cheap Windows from reputable websites like Kinguin

The mobo isn't good for OC (65W TDP limit)
Maybe get a higher speed RAM
The non modular CX grey is slightly better
