CPU usage spikes while gaming

Today I noticed that my laptop is having CPU usage spikes (does not reach 100%) while gaming. I tested every game and the same behavior occurs. I checked task manager (by ctrl+d) and nothing is using the CPU heavily. The high usage spike causes the CPU temperature to become slightly warmer and sometimes micro shutter occurs. How do I solve this?
