for a project I am engaging in, I am looking for a monitor mount that is rather firm, one that requires a bit of force to move it. I am mounting an acer 27 inch touch screen to it, and want to be able to extend it and turn it to see it from other angles. but I also want to be able to move it close to the wall. the mount must tilt up, a significant margin would be nice, but about 15 degrees is quite important. also, if height adjust is possible, that would be cool as well, but not expected in the slightest.

lastly, I would like to keep the mount under about $50. 

also, I am not looking for very much in the ability to extend from the wall, in fact, if there was one that was less than 10 ish inches wide, it would allow me to recess it into the wall, making it even lower profile. the wall cavity is actually 20 inches wide, but the monitor needs to be approximately centered in the wall.

woops. forgot to mention that I need a wall mount. I am looking at this one currently, fits most of what i want http://www.amazon.com/. . . 

I am not really expecting a mount with height adjust, it would just be a cool feature.
