Rule number 1 of pc building, DON'T CHEAP OUT ON THE PSU, if you look at the reviews those PSU's are trash, pretty much every review someone has issues with them, find something else unless you want to have to build another PC shortly, not to mention buy another PSU.

...we did go through this, didn't we? You can get a brand new Corsair TX550M for around the same price (or for even less after rebate).

the GPU manufacturers suggest a 650 W PSU.

Buying a shotty PSU is risking your GPU, 550w will run practically any modern consumer single GPU setup. A 7700k system with a 1080ti both overclocked only draws like 320 watts from the wall.

Because your other 550W PSU isn't good and you have no reason for a higher output unit

550W is plenty for any single GPU setup. Please just actually take our advice.

Unless you have AMD Vega or 2 GPUs, a 550 is enough. A GTX 1080 and 7700K can reasonably run on a quality 550 unit.

With the TX550M, you get better build quality, and better electrical performance (ripple, voltage regulation, etc)

yes, because:

a) they can't know what CPU(s) you have and expect either an FX9590 or an i7-5960X, i7-6950X or similar.

and/or a really shitty Power Supply with 400W on +12V...

And my i7-3930K with RX480 is barely able to pull 400W from the wall with an 80plus Silver certified PSU.

So a 450W is enough for most Desktop/Mobile systems with a decent mid to higher end GPU systems with a bit of overclocking.

Or even HEDT without overclocking.

So what the manufacturer says about the PSU is just wrong.

Because manufacturers grossly "over-recommend" PSU requirements as to make sure that if something goes wrong, they cannot be blamed for recommending an insufficient power supply.

Usually it doesn't matter anyway, seeing how most people grab a garbage "650W" unit and think it's still okay.

Because there are more than enough garbage PSU out thare that sometimes have way less on +12V than they should have.

Like Cooler Master Silent Pro 500W with just 408W on +12W (wich is worse than most 450W have today)...

With a 7700K and Vega 56, you won't use more than 550W from the wall. Ever. Actually, not even 500 or probably even 450!

Just get a 550 unit:
