Do i need an upgrade?

I brought my system in 2012, mostly for gaming and some gameplay records. Highly disapointed to be unable to start "Big Fat Lie" (No man's sky) at release because of my old Gpu, I brought a rx480. It's important to me to have a system that can handle most games at ~medium+ settings for a fair price. The specs are :
Cpu: i5 3450

Ram: 8Gb ddr3 (2x4) team memory (1333 MHz) -shitty i know

MB: Asrock Z68 Pro3 Gen3

HDD: SEAGATE Barracuda 7200 1TB  -no SSD

power supply: Sharkoon WPM600 (600 Watt, 80+)

gpu: rx480

 

I would have a budget around 400-600€ (~475-713$) (now till christmas)

 

My questions are : Shall i buy just new (outdated?) ddr3 ram ? Is it worth to invest into a ryzen system ? Or shall i stay with it for longer and wait for a newer Cpu-series ?

It depends. 

f.e. while playing some WoW, I often like to have chrome in the backround ~70% memory usage.

try to play Pubg while chrome is open, gamecrash /not loading etc (90%+ memory).

 

I know i need some more/better Ram, but also i dont like to buy "old" ddr3, which will be useless in newer builds (or am I wrong informed?)

My budget on PC-parts is very limited so I realy want to have a good price-performance ratio.

Memory isn't your main issue.

I'd upgrade to Ryzen 5 1600 on a decent B350 or X370 board + 16GB DDR4 at 3000MHz or higher.
