New PC or Upgrade?

Hi, my PC can't handle 4k editing on premiere pro and I'm trying to decide whether to just upgrade my current components or get a whole new PC. I would love to know what you think I should do. If I upgrade it will be cheaper and easier but a new PC will be newer with warranties and more future proof.

 

My current system:

Intel i5 4590

8gb Ram DDR3 1600

MSI GTX 960

1tb HDD

 

Upgraded:

Intel i7 4790/4790k

16gb Ram DDR3 1600

MSI GTX 960

250gb SSD

1tb HDD

 

New System:

Yeah that's what I was thinking plus my pc is ugly af atm and I want to make it sexy af :)

New PC. 4790k is already the best your mobo can hold, so if that isnt enough you have to get into another platform.

NVMe drives are the best way to waste money. Dont buy one unless you have a huge budget.
