Dual RX480s stuck at 300mhz memory clock

Issue:
Dual RX480's both running at 300mhz (memory clock)

 

System:
Motherboard:    Gigabyte Z97M-D3H
CPU:             i7-4790k
RAM:            32GB DDR3 1600mhz (4x 8GB)
GPUS:           2x 8GB XFX RX480 Reference
Case:           Thermaltake v21
Cooler:         Corsair H115i
PSU:            Corsair CS850M
OS:             Windows 10 Pro

 

AMD Driver:
Latest - 17.9.1

 

I have tried using AMD Removal tools and DDU to completely remove the drivers.
I have even done a clean install of Windows!

 

Whats wrong with my GPUs?

Have you looked in AMD Wattman, that heap of shit has fucked with my memory before, but I never had crossfired RX 480's.

Nothing of real use in WattMan - done a reset to stock (even though I had not changed any settings).

Sometimes 1 GPU shows 2000mhz then refreshes back to 300mhz

 

Will try some old drivers that I know worked in the past to see if there is a software issue.

Under Load I get this:

Sorry its taken via TeamViewer... hopefully you can see only 1 GPU is running at 1288MHz, the other is at 300MHz

I agree with this, use something like MSI after burner to monitor the Vram clocks, if it's 300 MHz at idle and it goes up under load, that's perfectly normal, use MSI After burners "disable ULPS" setting to stop the GPU's going into a deep power saving state.

Ok, that looks like Crossfire is disabled actually, only one GPU is working, enable crossfire in the drivers, right clock and look for Radeon Settings. There should be something in there.

I've downgraded to driver 16.12.2 but the issue is still the same

Crossfire is set to On in the Settings app

Crossfire is set to On in the Settings app

Hmm, does the game supper crossfire? Not all games do, with it being an Xbox game and all, you might need to use DX12 other multi display adaptor modes if it supports it. 
edit: Anything driver past Crimson 16.9.2 should support it, but the game itself doesn't seem to, you're not the only one who reported issues, this is one of those "only one card will work" games, this is the price of using crossfire.

@mehtaman Since your playing XBox games, I would assume that there is no native support for Xfire. So it doesn't know how to talk to both. There might be an option in the config for that game somewhere, but I don't think it would work. XBox isn't designed to work with multiple GPUs. And the game is made for XBOX as an exclusive isn't it?

 

Download Unigine Valley and see if you can see both GPUs in that. You could also use any other game not on the Xbox platform as welll

 Unigine Valley just shows one GPU in the top right corner, even though crossfire is on.
I will test out GTA 5 to see if that is crossfire compatible

Upgrade the driver to 17.9.1, install MSI Afterburner 4.4 beta 15, use these settings and your cards should go back to full power (I have RX 460, but should do you)

Had the same problem with latest driver on my card and trying to overclock. AMD borked the driver for clocks and people were pissed. Still not officially fixed by AMD but one is coming supposedly

try also disabling your internal graphics in the bios while youre at it. might not be interfering, but worth a shot
