Overclocking stability question

Hi guys, for system info, check my signature.
 

I'm very close to stabilize my system @ 4.6 ghz.  My question is, can it help to increase VCCIO or SA voltage ? or only the cpu voltage will help for stability ?

 

Right now the VCCIO and SA voltage are a bit low, 0.98 and 1.00   ( When I set VCCIO over 1.2 I get sound issues )

 

This is just for my own knowledge, my temps are good but I wanna keep them as they are so i am wondering if raising a bit vccio and sa can help stabilize without rising temp too much comparing when rising the cpu voltage you know, temp goes higher quickly..

 

Also another question, it seems like when I am very close to stability, I sometimes can see little "freeze" you know when stress testing, like cinebench or occt would sometimes freeze for like 1 sec or 2 and then keep going without finding errors... Is this a sign that voltage might be a bit too short and I should raise it by .01 or .005 ? Or it has nothing to do ?

SA and IO I think are mainly just useful for memory OCing. If they help CPU stability at all it would only be under ln2.
