What is causing this?

I am transferring drone video from my dad's My Passport Ultra and my HSGT Touro hard drive.  My hard drive has been making screeching noises so I presume it's failing.  But the speed of transfer stays at 0 bytes per seond for about 5 seconds then goes up to 8 megabytes per second for two seconds, again and again, during the zero bytes period.  My hard drives are connected to my high power laptop port via a USB hub, could it not be spinning faast enough, etc.....  When transfer speed is at the 0 bytes, the blinking LEDs on both hard drives goes solid.  Sorry I haven't done any testing.....

 

So what I'm asking is, is my hard drive definitely failing?  Or is there (also) something else causing this problem.
