Budget? What will you pair it with?

SuperPi (v1.5 from Techpowerup, PI value output) 16K: 0.100s 1M: 8.255s 32M: 7m 45.93s

What about a Ryzen 5 1600 and upgrade your graphics card? The 1600 won't bottleneck any of the current gpu s, unless you get the Pascal monster.
