Ok I have a xfx geforce 8200 motherboard, using the onboard graphics, I was installing a Epson printer drive via the DVD and my pc black screened, could not do anything so I turned it off and back on, after which I would see the motherboard splash screen then a black screen, I can not get into BIOS. The led debug code is 75, I've tested all the ram one by one, all the ram slots, removed everything off the motherboard, all headers, led cables etc to wear it was only the CPU fan, 24pin power and 8pin CPU power, after shorting out the power pins to start it up the same problem was there. (Note I disconnected all sata cables and everything plugged Into the power supply that wasn't needed) 

I tried plugging in a USB I have windows installed on (the os not a .iso) but the problem didn't change, after plugging the power & reset switch back in the screen went white instead of black after the splash screen, this has happened twice then it goes back to black. 

I have a graphics card but I am waiting on a cable for it, tho even with it hooked up and plugged into the PCI line the debug code 75 is still shown on the motherboard. It is not over clocked at all. 

When I unplugged the HDMI cable from the back of the pc I saw two green lines show up on the monitor for a brief second this has only happened the first time I removed the HDMI cable.

UPDATE

 

I decided to be foolish and connect the sata 1 port to the sata 4 ports with the included sata data cable, the pc let me boot into the bios, when I clicked on "ide master or ide slave" it crashes, I unplugged the sata cable and booted again into the bios, it yet again crashed if I clicked on either ide options, 

I can not get back Into the bios now and the problem is still persisting
