I found a local 1060 AMP! (not mini) Zotac card and the guy says $260

 

Should I buy it? I want to build a PC, but I only have money for the graphics card so it'd sit for a few months or so.

I would wait until you can build the whole thing. This way allows you to diagnose faults while still under warranty.
