I'd go with a third party 17-50mm f/2.8 VC or OS from sigma used, they go for about $150 on ebay. Then for photojournnalist stuff, you'll probably want a 70-200mm at some point, the Tamron 70-200mm f/2.8 VC g1 goes for about $700 used probably (assuming given UK used prices), but that's waaay into the future. 

 

I personally hate super zooms, the only one I'd ever recommend are the Canon 18-135mm, just because its not completely crap and the fuji 18-135mm for the same reason. My experience has been appauling. But you are on neither of the 2 systems. 

 

There are some options on FF that are of good quality, like the 24-105, but, you aren't on FF and 36mm is simply not that wide!

There will be times when a photojournalist will not have the time to switch lenses, hence a good zoom range lens will often be more useful than getting a couple of high end lenses.  And for PJs, getting the image is often more important than getting the image quality.

I guess the 70-200 is a good option on FF but not APS-C for this reason, but I'm just not sure if the immense loss in quality is worth it. I believe sigma make a 17-70mm which is basically a24-105 equivalent which might be a better middleground.

It doesn't necessarily have to be an 18-200, so something like the 17-70 would work.  Nikon also makes a 16-85 which is a good APS-C lens.

I would personally prefer cropping in to the 17-50 image and having the ability to use the extra f/stop and better quality given the resolution of todays cameras and the frankly pretty low resolution requirements for this function.
