Just cause 3 has weird ghosting issue

When I play the game and I have anything moving on screen it creates this very odd effect.

The best way I can describe it is like multiple copies of the same image displayed over the moving object.

 

So for example, if I am in a car driving around I will see a small trail or that same car following me.

This may not sound like a big deal but the more movement on screen the worse it gets. So cutscenes are so hard to watch because of this issue.

 

All I really know about it is that turning v sync on helps helps tremendously, as the game is unplayable without it.

 

For a long time I though it was my monitor, but since it's the only game with that issue I'm not thinking it's a hardware issue.

 

Is there something I can do to reduce or eliminate it?

can you maybe post a screenshot so we can see what you mean?
