Windows 7 texture glitch

I have a weird windows 7 glitch when dragging windows it glitches it also shows in games a little idk what it is 

my specs

gtx 1050ti

pentium g4600

8gb ram

It just glitches out when I move stuff

Please be more descriptive with your term 'glitches'. How does it glitch? What does it do? Do artifacts appear on the screen?

When you say glitch you mean that after shaking the window in minimizes everything else?

When ever I drag stuff the left side textures disappear it's not that big of a deal but it's annoying for me
