i have a i7 950 cpu and a msi 970 4gb OC gpu

 

is there a bottle neck as i get low framerates on some less demanding games...

Are you seriously asking us to find a CPU or GPU bottleneck for your system? You can grab MSI Afterburner and Rivatuner, set the OSD to all applicable parts, and find all of the answers you seek.

then there is no bottle neck there. it's just not demanding. if one was pegged at 100% and the other had some to spare then that is a bottleneck

Skylake is fine, but is Ryzen in the budget? No real reason not to pick the latest AMD technology with Intel jumping all over the place.
