Inconsistent wired transfer speeds

This happens with both my phone tethered from USB and my wired home network. Both are around 1MB/s download speeds but when downloading something through any program the download speed will say 1MB/s and then go down to like 60KB/s for a split second and gradually go back up. Could this have anything to do with me recently updating my BIOS? This hasn't happened before.

Here's what happens:

Reinstall Ethernet drivers, check if any other computer has the same issue, check if your ISP has any issues on their end, and check your router's connection with a ping or traceroute test. 

 

Edit: If none of this helps, it's likely on the uploader's end and there's nothing you can do about it once they stabilize your download.

I'll try reinstalling drivers, but this happens with two different ISPs. Using my phone's tethered network and my home network.

Then, it's very likely the uploading server. They may throttle you down to avoid congestion.

No, I'm using two different "ISPs"

 

My phone's tethered network (Verizon, connecting to computer via USB)

and my home network (Mercury wireless, connected via ethernet)

The uploader isn't your ISP. It's the website you're downloading from.
