Periodic System Lag Spikes

I have been getting system lag spikes on my system every few seconds. I can have almost nothing running and still lag periodically. I don't know how to troubleshoot this problem because it's so quick that Task manager doesn't really respond to it. All I can see is that every CPU core spikes in usage the same exact amount. I can be doing nothing and there would be a spike in all cores. Don't know what could be causing this... it's not happening on my laptop and I have even more applications and junk on there. i7 6700HQ on that system and Ryzen 1800x on this. No clue what is going on. It interrupts everything. Games would freeze for a few seconds, 3D programs would too, Photoshop stops responding few 20 seconds straight. I would use the brush tool once and undo then it would freeze.

 

In the screenshots, you can ignore the regular ups and downs. It's the big spikes that show up across all cores that are the problem. Mouse and everything would stop periodically. Youtube would start buffering for 1 second sometimes as well. My internet is 150Mb/s down so that's not the issue at all.

 

Update: Finally found the culprit: It's the "System" process apparently, it jumps super high for a short time and freezes a bunch of things. I don't know what is causing it and how to stop it from using so much resource randomly.
