Ryzen 5 1400 3.2 GHz + RX 580 4GB

Or

Core i5 7500 3.4 GHz + GTX 1060 6GB

Strictly gaming PC.

Ryzen 5 1400 + GTX 1060 6GB

Ryzen is by far a better value and can be overclocked. The RX 580's price has skyrocketed due to the Cryptocurrency craze.

if it is too expensive for some reason ... well it really shouldn't be lol

580s are hard to find in the US/Canada right now so 1060 6GB is probably the best.

But i can only get the 4GB version of the 580

I would strongly suggest going with the 1060. It has more VRAM and you will encounter slightly better performance in some scenarios, along with having generally better drivers. The 580 performs equally to a 1060 3GB.

That's not exactly true. The 1060 does better in older DX11 titles and the 580 does better in newer DX12 and Vulcan Titles. In genral I would get a 1060 6GB over a 580 4GB but I would get the 580 8GB over all the options.I would avoid the 1060 3GB in all cases

Just an fyi: avoid MSI's AM4 motherboards atm. Many of them have trouble overclocking when hitting voltages above 1.28. The CPUthen downclocks to 1.55ghz. It is stupid. I got mine to 3.7 whole staying under that voltage so it is not a huge deal for me, but if you really get ryzen 1400 you should consider getting a board that actually supports overclocking.

Concerning the GPU, I don't think either the 1060 6gig or 580 8 gig are "better" than the other in general. The 1060 needs less power and is a but better suited for smaller cases, although the 580 is not bad, the 1060 is just more efficient.

Choosing between 8 and 6 gigs of vramis not really a question you should ask yourself. It is plenty for the performance level of both cards and as soon as you but vram limits, you will probably have already more than exceeded the performance level these cards are built for. 1080p or 1440p at about 60 fps might want more than 4 gigs to run nicely, but 6 are definitely enough.
