PC lags when scrolling

Whenever I scroll my computer I get this lag effect that is both visual and It also make my audio choppy. This happens while doing anything from browsing this forum to playing games. I have completely reinstalled my graphics drivers, I have ran ccleaner, and have done a full scan through malwarebytes.

 

(This may all be irreverent) I have started to Defrag my main hard drive and there is 165.7 GB of Fragmented files on the single hard drive. ANOTHER thing I noticed is that there is randomly AMD drivers or some shit running on my computer, could this be interfering with my drivers and causing the lag? Another thing that has started happening is my mic on discord will randomly stop working until I reconnect to the channel and it only happens every once and a while when I get the scroll lag. Also since the scroll lag started happening sometimes in PUBG the buildings take an long time to load in.

i7-4790k

GTX 1070 

2x4gb DDR3 ram @1600mhz

1tb HDD @7200rpm

300gb HDD @7200rpm

Windows 10 (sorry)

sounds like deeper problems then DDU could fix but just try that too if you havent already.

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...

Thank you for suggesting DDU, I was just reinstalling them by clicking "clean install" in geforce experience and that wasn't fixing it. It has been about 12 hours without any scroll lag and I appreciate your help! All the problems I noted are also fixed now :)
