You'd be fine even with a decent 550W PSU. The Corsair RM550x and the EVGA SuperNOVA 550 G2/G3 are my go-to options.

if you plan to overclock, go for 650-700 watts. otherwise, go somewhere between 550-600

Depends on what 700W PSU. A $20 700W PSU, no. An EVGA 750W G2, heck yeah. A good quality 500-550W PSU would be adeuquate for an overclocked R7 1700 and 1080Ti.
