Need help getting .Net framework working...

Hej, so on my secondary PC i can't get the .net framework to install/enable. So it is disabled from the control panel, when i try to enable it, it just searches for a few seconds then says it want's to install it by downloading it, and when pressing download, it shows me a quick green loading bar flash like it would be loading, but then disappears totally, and some times even leaves my CPU under full load. When i do it on my main rig, the PC looks for it for quite a decent time, and then shows me the option to download and install, i do it. it shows me the loading bar. it doesn't flash it for a second it loads and gets it done in a jiffy. Can anyone help why this might be happening?

I need .Net Framework 3.5 It only has 4.7
