Our internet usually runs around 5-6Mbps download and .30-.50 upload, usually me and my brother can both be playing a game and get 60-70 ping but at the moment all he's doing is playing Roblox and I have a solid 400-700 ping. I looked at the task manager on mine and his computer and mine has Service Host: Local System (16) running and using anywhere from 1-7Mbps and my ping going up and down somewhat corresponds to it. I would just end task it if that program wasn't in system32 (named svchost in system32). Does anyone know if this is normal or know of a program I can use to check what systems in the house are using the bandwidth?

It's still happening, by now it could've downloaded 2GB. Is there any way to pause a (potential) windows update?

 

Edit: I restarted to apply an update and it's back at it again. I can't do anything while this is happening,,,

Its a windows update. I am a tier 3 DSL tech and just received a call this morning of a customer that is getting 5.5/.9 and I walked her through troubleshooting and local system was using up all the bandwidth as well. Exact same situation. 

 

If its wireless, go to PC settings>internet>click on your wifi>enable metered connection and the download will stop and switch to a manual download.

If its a wired connected, well you will need to google registry changes for ethernet metered connection.

 

Its just windows updates saturating your DSL connection and causing the high pings.
