Dell PowerEdge R710 MC server help

I have a Dell poweredge r710 with 2 xeon L5520 cpus and 24gb of ram. I also have a 180mb/s down and 25mb/s up internet connection with 10ms latency. I get a solid 20tps most of the time but get random and real bad TPS drops. Is the CPUs good enough for a MC server thats got 100+ people? Im running a modpack with 170+ mods and cant figure out why a duel xeon server like this cant keep up with even 5 people!? Please help me find out what the heck is going on.

Screenshots of the server tps at its worst moments.

What help do you want?

What are the hardware specs of the R710?

CPU(s)? Memory? Disks? How are the disks configured?

What OS is the server running? Im guessing thats MCMyAdmin or something?

What mods do you have? How many on the server when this occurs?

What processes are pushing the CPU to 100% when that occurs? Is it rendering a map overlay? Is it backing up?

I've heard of FTB but not really familiar with it - but I do know its a heavy collection of mods.

When you see the 100% CPU Spike is that on all cores in Task Manager? Or is it only some cores?

You might want to make sure youre running the latest Java 1.8 and check your launch options.

e.g a launch line like this would assign 8 CPU threads and a minimum of 4GB, maximum of 16GB memory to the server

java -server -XX:parallelGCThreads=8 -Xms4G -Xmx16G -jar ftbserver.jar

My dev has this in the Server.bat

@echo off
:begin

SET BINDIR=%~dp0
CD /D "%BINDIR%"
"F:\Programs\Java\bin\java.exe" -Xincgc -Xmx20G -jar Thermos-1.7.10-1614-server.jar nogui

timeout 10

echo resuming server...

goto begin

If you're using Java 1.8 then -Xincgc is deprecated. Try:

"F:\Programs\Java\bin\java.exe" -XX:+UseG1GC -XX:ConcGCThreads=4 -Xmx8G -jar Thermos-1.7.10-1614-server.jar nogui
