What's up with my VID readings?

My VID readings(blue highlight) seem kind of low in comparison to my vcore (red highlights).

 

Also my vcore readings seem to vary among different software.  CPU-Z and HWMonitor are close, but HWinfo is always decently lower.

 

System:
Ryzen 5 1600x  w/ Hypercooler evo 212
Gigabyte r9 270x (ancient, I know)
Gigabyte GA-AX370 Gaming (rev 1.0)
G. Skill TridentZ Series 16GB (2x8gb) 288-pin DDR4 SDRAM DDR4 3200
Evga 650 G3
Windows 10 Pro 64-bit

You need the Ryzen Master tool to get proper readings of your voltage

Is it a known issue with ryzen/am4 boards that HWinfo is incorrect?  I thought HWinfo was always believed to be really accurate.
