Windows "freezing" after startup

Hello! 
My cousin contacted my today telling he has a problem with his pc.
He told me that he woke his pc out sleepmode this morning but heard a cracking true his speakers.
an that his screen stayyed black.
He restarted his pc he logged in without any porblem but after that his taskbar loaded but that was it. He cant use his task bar. He can move his mouse tho but its a "windows loading circle".
He lives far away from me so i let hem test some basic stuff. I let him go into safe mode but the problem was still there.
I have some ideas what the problem could be, but im not sure. 
Someone with suggestions?

Using windows install media try doing system restore. It will revert Windows updates and any software installed to previous restore point. Windows creates them before every update, so there should be some quite recent. Besides that there are repair options. Worst case its corrupted Windows and reinstall is needed.
