GTX 1070, i3 7100 and 8gb ddr4 ram..... sufficient for gaming?

yes, but dont get a 1070 with that combo. and ram might be a little tight.

Will bottleneck, an Ryzen3 or Ryzen5 would be better. 

Please quote our replys so we get a notification and can reply easily. Never cheap out on a PSU, or I will come to watch the fireworks.

a 1070 is way to OP for the other components

a better option would be a 1060, it plays most games at 60fps anyway. Then invest in a better CPU and possibly more ram if that is possible although not as necessary as a better CPU.
