Error Code 14 when restoring Iphone and need it fixed soon

Im trying to restore my IPhone 5c so then I can download stuff and I cant go into iOS which is stupid and it just gets to one point and I really dont want to brick another phone (it was slammed a little too hard) and the reason why I was restoring it is because my mom forgot the restriction password and I just want to download apps again 

 

New Error code 3194

What do you mean that you can't go into iOS? Will the phone not turn on?

Assuming you have the iPhone connected to a Windows computer with iTunes installed, did you connect the phone to your computer, use iTunes' restoration feature, and it is now stuck on a black screen with the iTunes logo in the middle?

Yes Im using a up to date windows and itunes and Im using the restoration tool

Have you already entered the iPhone's recovery mode with the required button combination? With the 5c, press and hold the power button and home button at the same time until you see the Apple logo.

Yep I do and Im trying another cable and it seems to be working
