HDDS are typically loud. It either that or a fan that's on its way out. The berasing in the hub do die..... unplug the HDD and see if you can still hear it and then just unplug the fan's aside from one. (Whooo 900th post)

Have you tried turning it off and on again?

Could it potentially be the PSU changing voltages over and over. The HDD is brand new, so I'm hoping it's not it haha.

It's unlikely.  It's proberbly the head moving on the platters which is normal. If it gets louder and transfer speeds get slower then the drive is on its way out.
