Installing Thunderbolt EX3 card

Hi, 

So I upgraded my MOBO to be able to have TB3 and USB C ports:

MOBO upgrade and migration was successful thankfully; however I can't get the TB3 ext card to work. When I unplug it , it's no more visible on BIOS, but when it's plugged it appears on BIOS but not on my device manager or TB software.

 

Note, I had it unplugged, installed the driver from the provided CD, connected the card, selected the right PCIE Lane, still nothing works other than power output..

 

Appreciate your help as I tried everything I can find on the internet so far, things that made sense of course.
