Correct case, within the budget, silent, lightweight and easy to upgrade with m2 storage or HDD but the basics are in place and 275GB is a good beginning in size for a reasonable game library if he is willing to switch out games as he have played trough them.

or save on the CPU cooler and use stock and for the remaining money buy a nice HDD

Isn't it better to get a intel core i5 7500 then a ryzen 3? Or is ryzen 3 the same 4C 4T as intel core i5

900€ is pretty tight for ITX builds. ITX boards come at a premium if you don't want a crappy board (or at least crappy VRMs and crappy firmware). Cooling is an issue as well as the AMD's stock cooler won't fit into Fractal Node 202 and you have to keep an eye on gpu sizes.

My suggestion (slightly over budget) is as follows:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1400 3.2GHz Quad-Core Processor  (€154.90 @ Caseking)
CPU Cooler: CRYORIG - C7 40.5 CFM CPU Cooler  (€29.70)
Motherboard: ASRock - AB350 Gaming-ITX/ac Mini ITX AM4 Motherboard  (€129.84 @ Mindfactory)
Memory: Corsair - Vengeance LPX 8GB (2 x 4GB) DDR4-3000 Memory  (€80.99 @ Amazon Deutschland)
Storage: Intel - 600p Series 256GB M.2-2280 Solid State Drive  (€105.45 @ Amazon Deutschland)
Video Card: Zotac - GeForce GTX 1060 6GB 6GB Mini Video Card  (€291.78 @ Mindfactory)
Case: Fractal Design - Node 202 HTPC Case  (€90.43 @ Amazon Deutschland)
Power Supply: Corsair - SF 450W 80+ Gold Certified Fully-Modular SFX Power Supply  (€82.89)
Total: €965.98

You could swap that M.2 drive for a SATA III SSD and save a few bucks. Personally I would not buy a 4c4t CPU anymore. While you could save another 20 or 30 bucks you're better off with 4c8t! It's definitely more future-proof! If you're willing to buy used, have an eye on used RX580s after the mining hype is slowly dyeing away after a huge Ethereum crash. Below 1060 6GB or RX580 8GB and you won't have that much fun at 1080p and ultra settings. Memory is insanely overpriced at the moment due to high demands and low stocks – could be cheaper in a month? Even higher prices are also an option though.

Don't (!) cheap out on the psu and try to get the Node 202 with a Fractal generic psu – they aren't any good and your PSU the the heart of you system and those Corsair SF psus are basically the best SFX ones you can get.

EDIT:

I added missing prices for PSU and cooler manually after checking with idealo.

For the money I would say it seems like you get a whole lot more by going for a Ryzen - according to real user benchmarks and price
