Yeah, I think manual OC changes the starting point, so It'll boost even higher.

One is just an updated version of the other. I believe (Don't quote me on this) that newer cards use 3.0 and older cards use 2.0.

I'm not an expert in this, so I could be totally wrong (If I am please correct me). But it's to work with newer GPU architectures. So GPU boost 2.0 worked with the GTX 700 series for example. But the newer cards, such as the 900 series and 1000 series use boost 3.0

a programm doesnt care about the architecture, there must be a new feature or something

The difference is how it works. For example the 700 series use a lot more power and have lower clock speeds. While the 1000 series use less power and higher clock speeds.
Using GPU boost 2.0 on a GTX 1080 wouldn't yield good results.

yea but the gpu boost only cares about temperatures. A 150w 700 card would give the same temps as a 10xx card with 150W with the same cooler so it should work exactly the same except that it might boost more on a 10xx card

I it might has something to do with how it controls the GPU voltage. If I'm not mistaking GPU boost 3.0 doesn't just care about temps, but power also.
While 2.0 only cares about temps.
