CL is cas latency which is lag. Lower is better.

CL9 > CL11

This memory module may run at a reduced clock rate to meet the 1.5V voltage recommendation, or may require running at a voltage greater than the Intel recommended maximum." Is this a big deal?

It's been confirmed by Intel employees that 1.65v ram works just fine. They just put a specification there so people don't overvolt like crazy to oc their ram.
