Using a restore point or a USB with the Windows 10 installer on it, repair your windows install and see if the problems keep happening.

 

If you're on a SSD, optimize the disk with window's utility. On a HDD go for a defrag.

But I suggest to go for a windows repair as this seems like a corrupted install problem
