Streaming with my Specs

I got 1.5 upload which is a little annoying but sometimes it spikes up to 2mbps, and I want to try streaming but my brother watches streams almost daily and my specs are FX 6300, MSI GTX 770 2gb Twin Frozr OC, 8gb of ram (I know that 16gb is recommended), EVGA 450BV, I have my OBS settings set as default, and I really dont know much about streaming but idk if I can

My Build: Xeon 2630L V, RX 560 2gb, 8gb ddr4 1866, EVGA 450BV 

My Laptop #1: i3-5020U, 8gb of DDR3, Intel HD 5500

You can do 540p or lower. Aka not worth it. And upload will still be issue. Twitch recommends 2mbs minimum upload for 720p. You can go with lower, but you need to limit bitrate, which will make quality worse.
