If XMP doesn't work you can manually enter the timings and frequencies which usually leads to tighter timings and more bandwidth than XMP could deliver

2133 MHz is the stock for DDR4, while the RAM is rated to 3000 MHz, the CPU is not. Anything above 2666 MHz in a single rank dual channel configuration on Ryzen is an overclock and is not guaranteed to be stable.

If you set the XMP profile and it fails, you may need to manually overclock the RAM by manually adjusting the voltages, clock and timings to what your system can handle.

If you can't get it to run at the advertised settings, check for a BIOS update that includes AGESA 1.0.0.6...that's what fixes the majority of higher memory clocks beyond 2933...but if you're running at 2133 I agree with the rest, sounds like you don't have the XMP or D.O.C.S. or AMP profile turned on (depending on the manufacturer of board and what random acronym they choose to use).
