My current CPU-GPU Combo (I3-4170 and GTX 1060 3GB, 8GB RAM) hasn't been holding up. After upgrading from my r9 270 to a GTX 1060 back in October, I saw very little difference in performance in games that I play, and if anything, the games that aren't focused on the GPU usage (Ex. League of Legends) the frames drop all over the place and are very inconsistent. With newer titles, like PUBG, it's unplayable, constantly hovering at 12FPS, on VERY LOW settings (I know the game is in early access, but my friends with varying specs get nowhere near as bad as me). I can't even play games like CSGO, Overwatch, Rainbow Six(With a mix of Low and high settings on all games) with a steady frame rate, and in games like PUBG, I have to deal with constant freezing just so my PC can render buildings. When doing a benchmark for R6, minimum frames in all locations were around 10FPS, with the average being around 50-70, but in game it feels awful. I'm almost certain that it's my CPU that is causing all of these problems, but I'm not sure if it would be anything else. I'm open to all suggestions as to what I can do that would help, since I've seen other owners of the same CPU that have better performance than mine.

Ran it again, didn't seem to do much. Still having the inconsistent fps.

It maybe the CPU bottlenecking, but I'm not quite sure. I've attached a picture of some info from CPUID HWMonitor, but the CPU never seems to max out at 100%, so I'm not sure. The max cpu usage is after playing multiple different games with it.

Dif not thorttling cpu usage isn't 100% but is pretty high but that still shouldn't be the problem. Check ram usage and vram maybe? Otherwise I wouldn't know what is causing the problems.
