With those specs I'd assume your monitor is only 60hz at best, so why need more than that?

 

Maxed out at 1080p on CS:GO, expect around 50-60FPS (Assuming the CPU doesn't hold you back). I'd assume similar if not worse performance on LOL.

because the cpu clock totaly is the only thing that matters

You are right but i felt like on a 60hz monitor 100fps and 200fps makes a really big difference.

200 fps makes moving your mouse extremely smooth compared to 100 fps

Your monitor can only display up to 60fps, anything beyond that is a waste.

 

It only feels "smoother" because there's less input lag from the higher framerate, not more frames being displayed.

 

As an example, if your PC was running a game at exactly 60FPS, and your monitor has a refresh rate of 60hz, that doesn't mean that every frame generated is going to be at the exact same time as the screen refreshing. Having a higher framerate will give a better chance of a frame being sent generated right before the monitor refreshes. (roughly 16 2/3 ms between each screen refresh, so if a frame were to be generated right after the monitor refreshes, then another frame isn't generated before it refreshes again, you could have up to around 16 2/3ms of delay for the frame getting output after being generated.)
