Just put together this part list for you to give you a general guide, feel free to change up things like the motherboard and RAM if you want them to look a specific way, although I would still recomend 3000MHz RAM and a B350 motherboard. https://pcpartpicker.com/list/XyP2Cy

Thanks septimus helped me alot

Get a Ryzen 7 1700 and a B350 motherboard to overclock it and potentially gain the same performance as an 1800X - it will treat you much, much better with video editing.

For the NVME drive, I agree with your choice of a Samsung 960 Evo, that's a good drive.

The 1TB WD Blue on the other hand should be changed to a Seagate Barracuda 3TB HDD, it offers much better value and better performance.

The PSU should be around 650-700 watts to maximize the efficiency that you can get out of it.

Yes, the Ryzen 5 1700 would actually be much better for 3D rendering and Photoshop.

What cpu coler should igo with

If you don't mind with going something mainstream, go with something like the Cooler Master Hyper 212 Evo

And should igo with the x model from amd

No, go for the regular R7 1700. The only difference between the 1700 and the 1700X is clockspeed, which can be achieved through overclocking the CPU. This basically gets you the identical performance of a 1700X for less money, therefore increasing the value of the R7 1700.
