If your use for the system is going to be gaming and occasional content creation or streaming, get the $999 one with the 1070. Otherwise, if you're focusing on content creation, get the 1080.

ok and would i be able to max games out at 1080p and get 60+ fps with recording or streaming?

If that is your concern, that rig will do exactly what you want it to do with just about anything you throw at it. The 1080 would be just too much overkill, a 1060 6GB would honestly suit you quite well.

1080p 144Hz = GTX 1080

1080p 60Hz = GTX 1060

1440p 60Hz = GTX 1070

4K 60Hz = GTX 1080/Ti

Choose a monitor more wisely, resolution > refresh rate (In most cases).

The extra performance it adds goes towards "future proofing" the PC, allowing him to use it for longer without upgrading.

So you are saying that game developers are going to try and make their games less optimised as they release new titles?

Hopefully not, but it is undeniable that games over the past few years have had increasingly demanding graphical computing needs.
