21:9 display scaling

Been searching for a resolution to this issue for a while.  Not sure if it's a driver support issue or not at this point.  I've been fighting with trying to get display scaling to preserve aspect ratio on my 21:9 monitor (native 2560x1080).  It seems to scale fine for any resolution 1680x1050 or lower (tested with 1680x1050, 1600x900, 1280x1024, 1280x720, etc.) but as soon as I try to set it to 1920x1080 it goes to stretch mode.  I know it was working in Windows 10 at one point, but I can't remember if it was before Creators or Anniversary update.  The game I'm trying to get working nicely is Starcraft II, but the issue can be reproduced in pretty much any game (even forcing 1920x1080 on games that will run 2560x1080).  As a work around I've been running apps in borderless windowed mode, but I'd really love to have the full screen scaling back again.  The other work around is temporarily setting the 21:9 display to 1920x1080 in Windows and that also works.

 

Things I've tried:

DX9 vs DX11

AMD Drivers 17.4.3, 17.4.4, 17.6.1, 17.7.1

Display Driver Uninstaller with fresh driver installs

Testing in multiple full screen apps

Setting the AMD driver global display scaling to "Preserve aspect ratio"

Setting AMD driver .exe specific profile display scaling to "Preserve aspect ratio" (profile known to be working as fps targets were set and working)

 

The system is currently running Windows 10 latest mainstream build/updates (version 1703 build 15063.413) with an R9 290 and AMD 17.7.1 drivers with an LG 34UM67-P connected by DisplayPort.  Short of doing a fresh install, I can't think of anything else to try.  Any suggestions are welcome!
