2019 Macbook Pro Heating Issues?

Hello! I bought a refurbished 2019 macbook pro 16 inch with radeon 5500 graphics and a core i9, and 32gb of ram. Im pretty stupid when it comes to mac but I feel like for the programs im running (photoshop, blender, and chrome. Nothing even taxing just starting or opening files) it gets overly loud with the fan and then dies down after about 5 minutes, then proceeds to start up again a couple of minutes later. Is this normal because I don't mind the noise but I just want to make sure nothing is overheating. I checked activity monitor and both the cpu and gpu are barely under load whatsoever. If anyone can share some insight, that would be great :)
