low fps/lag

i was wondering what reason could be for my low fps/lag in gta V when i only utilise 65% cpu and 50% gpu and 50% memory. i get sometimes 50fps to 70 max. 

i also have the game on 2 m.2 ssd so that shouldnt be an issue. i play in 4k with all settings cranked to the max monitor is 144hz 4k vsync off tried on and same issue

still not found a solution to it myself but ill keep looking
