I'm having an issue where my desktop wallpaper is being set to green whenever I make a selection box over a part of it. The part of the screen that is selected is the only part going green however, and I am unable to reset it back to the proper wallpaper without restarting. I have had my PC for over 2 years and only had this happen twice, now and a couple of months ago. The problem this time however is that even after multiple restarts the wallpaper still goes green. I cannot find anyone else online who has had this happen to them and was wondering if there was a permanent fix as I don't really want a green desktop forever.

Now I've been moving my mouse around getting a screenshot of this, the green is now going whenever a selection box is made, returning it back to normal. The linked picture shows what it looks like.
