Yes and no. If your ISP were to slow or block connection to the VPN nodes, then you'd be out of luck. The other possibility is the VPN node ISP blocking or slowing connection to websites, which would then also cause problems, but of course you could just hop to a different node.

oc the ISPs would block the VPNs if this happened.
