For tight budget, Pentiums are your best options, as both the CPU and MoBo are relatively cheap. However, if you want to upgrade in the foreseeable future, I recommend AMD Ryzen 3. Since all Ryzen uses the same AM4 MoBo, you can get a cheap-o Ryzen 3, and later on upgrade up to ryzen 7, which will probably last you many years, if no new unpredicted/unkown and prosperous craze comes out.
For GPU, either find some good used, 980s are super cheap in my country (under $380 used) or go with the 1050Ti, or even a 1060 6Gb. Never 3, only 6.
