Hard drive partition help

I was putting togethera new system every thing workes fine until i went to format the 3tb hdd it showed up in dick management as haveing 3 partitions a 500gb system reserve a 2tb and another 500gb i cant do anything with either 500gb partitions but can create a volume on the 2tb one any ideas

Do you care about the data on the drive? If you don't delete all th epartitions and make one new one.

do into disk part(in cmd) and select the disk then clean it.

If you configured it as MBR, you can only create a partition of 2TB max so you'll have to (if the hardware supports it) reconfigure it to GPT (if reconfigure is the right wording since you'll most likely have to nuke all the partitions before you can get it sorted) which will allow you to use the whole 3TB in a single partition.
