PCPER is probably your best bet for this. It's not the specific model you're using but most GTX 1070's should be within 20% of that in terms of power consumption.

168W maximum. Nvidia's VBIOS limits power draw in terms of % to TDP. The maximum you can add is 112%

 

An 8 pin maybe. I can't find anything about its power draw or even pictures of its top, but this card seems to use the reference PCB. The reference card does use an 8pin. Even the Asus Dual card (custom PCB, but does not bear the ROG name) has 1 8pin.
