C:\WINDOWS\system32\rundll32.exe not accesable

I'm trying to go into desktop icon settings and I get C:\WINDOWS\system32\rundll32.exe Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item. Any fixes?
