So I am buying something off of hardware swap and the dude has no feedback... said he couldnt find the thread that he bought an elgato (I did find it tho)... And mentioned he was going to church... seemed a bit sketchy and the last thing like trying to convince me he isn't scamming... but the real question is when I tried to send him money it said the user is not able to receive money currently and he said he contacted paypal and he said they messed up and now he had to use a different email... Could his account have been banned? Could this be a scam? I will be covered by paypal anyways, correct?

He said that his account is frozen and cant remove info....... Pretty sure hes a scammer.

PayPal won't just ban account, they will black list bank details. Its both pro and con for any user. Pro for protection as scammers just can't make new accounts easily. But if you ever get falsely accused and PayPal takes accusers side, bye-bye PayPal.
